But yes, I think a large part of it is the FoTM thing. Scouts being given so many buffs allows them to now function as light assault suits, and even part time logis due to the equipment slot buff. The cloak is a fun piece of equipment as well and allows complete domination of players who aren't experienced in dealing with scouts. Plus of course, the other buffs to the E-Ware department really help. A lot of players switched over because of all these buffs, even the ones that avoided the scout suit before since it was considered UP (At least the Minmatar scout) by most of the community.
Speed, versatility, E-Ware, cloak... There's really not much of a reason not to go into the scout suits right now, thus why you're seeing so many of them. The numbers have dropped a bit though, as the first day or so of 1.8, almost every single player was in a scout suit. Now, most games, you may see two or three per side... or rather, you may not see two or three per side, depending on how good they are.
This is one of those FoTM's you should definitely get used to though, because the cloak is fun as hell, and until something more entertaining comes out (CCP, jetpacks, please?) they're going to continue to see use on the battlefield in relatively high numbers (At least compared to pre-1.8 levels)
If you want to take advantage of all the noob scouts though, the commandos make for wonderful anti-scout suits (Assuming you have good situational awareness. Minmatar commandos are especially dangerous with that MD.
Nova Knives are OP! Nerf em before you lose all your proto suits!

However, i'm partial to just leaving it be right now. Game is pretty balanced currently.
Add a profile increase for stacking plates/shields. The main problem I see with this is that these suits can't really be detected when cloaked (mostly the Gal scout) otherwise, they're just light assaults and logis can get similar health results while still using a cloak. Adding a small penalty to the scan profile would easily change this and wouldn't really hurt the scouts who run as regular scouts, or anyone else for that matter.
